Description
International Airport of Heraklion, Crete S.A. is currently looking for a:
Technical Standards & Contracts Manager
Role responsibilities:
- Tasked with the development of the Maintenance Strategy Manual, in addition to the preparation of service level agreements (SLAs) for Maintenance, Construction Projects and Consultancy services.
- Optimizes and guides the procedures for issuance of requests for proposal (RFPs), including recommendation papers to the Board of Directors, selection criteria, evaluation of submitted offers, relevant contract preparation and negotiation, as well as those for the evaluation, negotiation and award of potential variation orders (VOs).
- Liaises with project stakeholders including representatives from the Main Contractor and Independent Engineer, composing progress reports for Maintenance and Construction Project contracts and joining related meetings and workshops, as a member of the Maintenance Department, stationed in Crete, reporting to the Maintenance – Facilities Director.
- Defines standards and optimizes the procedures for issuance of requests for proposals (RFPs), including recommendation papers to the Board of Directors, selection criteria, evaluation of submitted offers, relevant contract preparation and negotiation.
- Guides the assembly and preparation of all necessary supporting documentation, including but not limited to, Scope of Works, Bill of Quantities, Drawings, Material Specifications, agreement and contact templates etc.
- Defines the requirements and standards of the BHS maintenance package and guides the preparation of related SLAs and RFPs to ensure unhindered 24/7 BHS operations, aiming at prompt and accurate handling of baggage and airfreight.
- Organizes and prepares detailed data reports related to KPIs, CPIs, revenue and expense provisions and budgets managed by the Maintenance Department and the Technical Division.
- Provides expert assessments, including technical specifications and budgetary estimates, liaises with stakeholders and attends relevant meetings and workshops.
- Supports the Project Handover process including Testing and Commissioning.
- Supports the Operational Readiness and Airport Transfer (ORAT) process, ensuring Maintenance related contracts and spares are in place.
- Participates in the preparation of all, Maintenance related, documentation for Airport Certification.
Requirements:
- University degree in Engineering, Construction Management, or related disciplines and relevant training.
- Over 15 years of working experience in Airports.
- Minimum 10 years of proven experience in Contract Administration and Project Management.
- Proven experience in implementing and monitoring Service Level Agreements.
- Excellent contractual and technical writing skills and report preparation skills.
- Solid skills in software utilization, including proficiency in MS Office suite.
- Thorough oral and written Greek and English is mandatory.
- Knowledge of Airport Certification process and requirements.
- Knowledge of Operational Readiness and Airport Transfer (ORAT) process and requirements.
- Knowledge of ICAO, EASA, international and local standards.
Competencies:
- Organizational and project management skills with the ability to manage/work with contractors to provide high quality services in a high volume, 24/7 operating environment.
- Strong analytical and problem-solving skills.
